When I spoke to a representative of a govermental organization over
seeing this aspect of broadcast law he said that an internet
transmission of a live radio program fell under the "sound recording
performance complement." We don't podcast, nor did podcasting come up
in the conversation: it was all about a radio station streaming their
signal on the web. That person now works for the agency within the FCC
dealing with web casting, Sound Exchange.

Has anyone in the public radio community of stations had these rules
enforced against them, had their statutory license to stream revoked
or otherwise had to pay large royalty fees for playing too much of the
music of, for instance, Louis Armstrong Duke Ellington or Billie
Holiday?
