I have Sprint, and I just arranged for a special Canada roaming rate of 
$0.20 per minute.  They are activating the service today and will 
discontinue it when I call them upon returning.  The service is $2.99 
per month and they a prorating it so it will only cost about fifty 
cents.  I imagine that other providers have similar services, if you 
ask.  I should also say that it took the young lady at Sprint about four 
minutes just to find out how to activate this service.  You may have to 
have some patience to get what you need.
