Paul,
Though it's already 3 years old, you might find this a useful document for thinking through the issue: http://www.clir.org/pubs/reports/pub135/contents.html. It is also available for free as a pdf on the CLIR website. I'm not so sure that invoking "fair use" allows you to post protected intellectual property on a website without permissions, even if you are a non-profit. Your best bet is to consult with someone who can speak knowledgeably about copyright law. Try one of the intellectual property law professors at your nearest university.
