[JPL] Short-term experiment

My vote goes to keeping the HTML/Rich Text in place.  It certainly makes the
digest more visually interesting and -- in some cases -- easier to read.

I receive the digest only and a minor quibble that I've noticed is -- when
someone replies to a message -- that the original gets repeated multiple
times.  That's the *one thing* that I find most annoying about the format of
the list.  It drives me nuts!  My two-cents...
